lock-screen notifications - detect user's setting?

Hi there,

For lock-screen notifications (introduced in Android 5.0), the user must go to Settings > Notifications and enable them (choice of all, hide content, or none).

Is there a way to either detect those settings programmatically?

Even better, a way to set them? (Although I could see that disallowed for a non-system app.)
