Control layer bug

I am noticing a bug in the Android 6.X UI.

The Send to back/Send to front function in the designer doesnt work. If I create a panel with Button controls, Assign those controls to the panel, and Send the panel to the front. It works on all samsung devices, but on the Nexus devices, or Lenovo (basically AOSP Droid), the base controls/buttons come through and sit on top of the panel/buttons. The "Layers" (Z) isnt working.
